When should highway permission be discussed?
Raise the issue when you send the first property photographs. Show the frontage and public route, together with the approximate work area. Do not assume that a narrow gap beside the building is private land or that a pedestrian route can simply be closed for the job.
If the scaffold might affect a public route, the provider needs to establish the footprint and relevant permissions before erection. Permission for the building work is a separate question. A scaffold booking does not automatically grant access over neighbouring land or approval for alterations to the property.
Reading Borough Council
Reading’s scaffold and hoarding guidance says a licence is required before placing scaffolding on or over the highway. The council accepts applications from scaffolding companies. Use its official page to check the current application route and conditions rather than relying on a general Reading postcode description.
For your enquiry, provide the full site address and wide frontage photographs. Ask the provider to confirm who handles the application, what information is needed and how the licence period will align with the job. Keep the permit discussion connected to the scaffold programme.
Wokingham and the eastern and southern areas
For properties around Woodley, Earley, Winnersh, Twyford and the southern communities, check Wokingham’s guidance against the actual address. Its scaffold licensing process covers the public highway and includes private streets where the public has a right of access. The scaffolding company makes the application.
Area names are only a starting point. Ask the provider to establish the correct authority and site requirements. If an entrance or public route must remain usable, explain that need before the arrangement is agreed, and allow for the authority to review the proposal.
West Berkshire and western coverage
West Berkshire also publishes scaffold licence information and an online application route. Tilehurst and nearby area labels should be checked by the specific address; a broad neighbourhood name does not establish the highway boundary. Have the proposed position and site plan information ready for the provider’s review.
For Purley-on-Thames, Pangbourne, Theale, Burghfield and surrounding addresses, use the official authority links below and confirm the exact site. Do not use another council’s approval timetable as the assumed schedule for your own project. Requirements can be site specific.
Programme changes and the end of the job
Confirm the approved period and the process to follow if the scaffold needs to remain longer. A building delay can affect both the commercial hire arrangement and the highway permission. Raise changes before the original period ends, rather than assuming the licence extends automatically.
Keep written confirmation with the project documents, and make sure the trades know the agreed access dates. Check the current official guidance before applying. Council requirements can change, and the relevant authority must determine whether a particular proposal can be approved.
